What does "limited” human-to-human transmission mean? Where is "limited” happening?

Q1: "Limited" human-to-human transmission refers to the handful of incidences over the last decade in which small clusters of cases of H5N1, usually among family members, have occurred. For example, in May of 2006, the World Health Organization reported that eight members of one family in Indonesia became ill with H5N1. The probable route of transmission was human-to-human. There was no evidence of community spread beyond the initial family cluster and no health care workers became infected with H5N1.
Q2: Most clusters of probable human-to-human transmission of H5N1 have occurred in Indonesia.
