Santa Cruz Sentinel, June 4, 2007, Santa Cruz resident Kathleen Middleton reports her company, ToucanEd, has achieved status as a contractor approved by the U.S. General Services Administration, the federal government's central procurement agency. The Santa Cruz-based firm, founded in 1995 to develop health and safety communication and education materials, is a specialist in pandemic awareness programs for large and small corporations and organizations.

June 1, 2007, the U.S. Department of Homeland Security (DHS), Office of Training and Education (TED) granted final approval of ToucanEd's Pandemic Preparedness Awareness Course, allowing first responders, including state and local law enforcement, fire, EMS agencies and providers, public health and safety workers, utility workers, hospital staff and any organization needing to educate itself and others about pandemic flu to attend the training.
