The Council of Chief State School Officers (CCSSO)
created the State Collaborative on Assessment and Student Standards (SCASS) in 1991 to encourage and assist states in working collaboratively on assessment design and development across curriculum. The Health Education Assessment Project (HEAP) began in 1993 with the goal of developing effective health education resources to improve students' health literacy. Through alignment of standards-based instruction, curriculum, and assessment, the products developed by HEAP have revolutionized the way health education is taught in classrooms.
HEAP has developed a bank of Assessment Items and other resources designed to promote professional development in assessment for school health education. HEAP Assessment Items are used to improve accountability at the state, district, and local levels. Assessment Items are only available to HEAP member states.
The HEAP collaorative is a member organization, with most members held at the state level. Some large districts are also members of HEAP (for example, Philadelphia Public Schools and DC Public Schools). When a state holds a membership, educators within the state have access to materials at a reduced rate. Some materials (assessment items) are only available to educators in member states.
ToucanEd publishes and distributes HEAP's professional development materials, and most HEAP products are available for purchase through this Website. All of these easy-to-use HEAP materials are filled with lively graphics to illustrate key points. These resources provide hands-on activities and step-by-step guidance to help teachers and trainers gain proficiency in topics such as using assessment to inform instruction, developing performance tasks, and scoring student work. Today, many of these materials are in use in colleges for pre-service teachers.
